Permits legally qualified individuals to carry handguns or other deadly weapons in public areas of state or municipal buildings unless the building has "adequate security measures" including metal detectors and armed personnel at public entrances

Prohibits public employers from banning employees who are legally qualified from carrying firearms at work or while performing job duties outside the workplace, unless adequate security is provided

Defines "adequate security measures" as electronic detection equipment and armed personnel at public entrances, with optional gun locker storage for lawfully carried weapons

Renames the existing statute "The Business and Public Area Liability Protection Act" and extends existing protections for firearms stored in vehicles in parking lots to include public employers

Maintains existing civil liability immunity for employers and property owners who comply with the law, with enforcement authority granted to the Attorney General including civil penalties up to $5,000 per violation
