Prohibits municipalities from assessing user fees on employees who were not physically present in that municipality while performing their job duties

Requires employers to provide a sworn affidavit to the municipality certifying that the employee did not work within the municipality during the applicable time periods

Mandates municipalities issue a credit for future payments to employees who were incorrectly charged user fees when they were not working in that municipality

Amends existing municipal services law that currently allows municipalities to impose rates, fees, and charges on users of services like police protection, fire protection, street maintenance, and other municipal services
