Grants West Virginia towing and recovery companies regulated by the Public Service Commission access to driver registration information at all times to quickly identify owners of towed or impounded vehicles

Requires the Division of Motor Vehicles to modify its services or create a new portal by July 1, 2025, to provide towing companies with on-demand access to vehicle owner information

Aims to reduce charges that accumulate for vehicle owners while tow companies wait to obtain owner contact information through current slower processes

Amends the Uniform Motor Vehicle Records Disclosure Act to expand permitted disclosures of personal information for towing notification purposes
