Prohibits West Virginia public higher education institutions from requiring or soliciting "diversity statements" from applicants for admission, employment, hiring, contract renewal, promotions, or participation in administrative functions

Bans mandatory diversity training for students, employees, or student organizations, with exceptions for legally required civil rights compliance training prepared by licensed attorneys

Eliminates funding for diversity, equity, and inclusion (DEI) offices, officers, and activities at all public colleges and universities, redirecting those funds to merit scholarships or tuition reduction for in-state students

Prohibits granting admissions or employment preferences based on race, sex, color, ethnicity, or national origin, including race-neutral alternatives intentionally designed to achieve racial outcomes

Allows any person to report violations to the Attorney General and permits students, faculty, staff, alumni, or prospective applicants to file civil lawsuits seeking injunctive relief against institutions that violate these provisions
