Requires a minimum of 20 years of contributing service to qualify, with up to two years of military service or prior service counting toward the total

Applies to active, contributing members who select one of the early retirement incentive options established in the original 1988 temporary early retirement incentives program

Removes language that previously terminated the Rule of 80 benefit on June 30, 1989, effectively making it a permanent retirement option

Makes minor technical corrections replacing "shall" with "may" throughout the statute
