Mandates app stores obtain parental consent before allowing children under 16 to download applications, and provide developers with signals indicating whether parental consent was granted

Requires covered manufacturers to provide developers with real-time digital signals categorizing users by age group (under 13, 13-15, 16-17, or 18+) to facilitate age-appropriate content delivery

Obligates developers with knowledge that a user is under 18 to provide parental supervision tools, including features to manage linked accounts, content delivery, and daily screen time limits

Authorizes the Attorney General to enforce violations with civil penalties of up to $2,500 per violation (maximum $50,000), following a 45-day notice and cure period; no private right of action is permitted
