State institutions of higher education must waive tuition and mandatory fees for veterans with at least 50% service-connected disability as rated by the VA, as well as their spouses and dependents living in the same household

Eligible recipients must be accepted into an associate or bachelor's degree program and apply for all available financial aid (excluding loans), including federal Pell grants

The tuition waiver applies only after all other financial aid dedicated to tuition and fees has been exhausted

Students must maintain a 2.5 grade point average to renew the waiver
