Establishes a process for localities contiguous to West Virginia's borders (towns, cities, counties, municipalities) to join the state through a binding local referendum followed by simple majority approval from the Legislature

Requires the Legislature to vote on admission during the next regular session and submit the question to West Virginia voters at the following general election for final approval

Directs the Secretary of State to notify Congress and the Postmaster General within seven days of admission, with 30 days for federal agencies to update their records

Provides transition provisions for newly admitted residents, including grace periods for tax compliance, free business registration through December 31 of the admission year, and grandfathered professional licensing for the remainder of existing license terms

Requires the Legislature to increase representation in both legislative chambers to accommodate newly admitted localities in accordance with the state constitution
