Authorizes the West Virginia State Police to furnish DNA records to resolve paternity in pending child abuse and neglect cases when ordered by a Circuit Court

Allows DNA samples previously collected from individuals following qualifying criminal convictions to be accessed for paternity determination in abuse and neglect proceedings

Adds paternity resolution in abuse and neglect cases as a fifth authorized use of the state DNA database, alongside law enforcement, judicial proceedings, population statistics research, and identification of missing persons/remains
