Repeals the entire West Virginia Public Employees Insurance Act (Article 16 of Chapter 5-16), eliminating 41 existing code sections that govern the Public Employees Insurance Agency (PEIA)

Abolishes PEIA, which currently provides health, dental, and vision insurance coverage for state and public employees, retirees, and their dependents

Requires health insurance, dental insurance, and vision insurance for state employees to be provided through private contracts beginning January 1, 2026

Mandates that all insurance contracts entered into under the new system have a four-year term period
