Raises the threshold for grand larceny from $1,000 to $2,500; theft below $2,500 is now classified as petit larceny (misdemeanor) with penalties up to one year in jail and/or $2,500 fine

Increases the maximum fine for grand larceny ($2,500 to $24,999) from $2,500 to $10,000 while maintaining the 1-10 year prison sentence

Eliminates the alternative sentencing option of one year in jail for grand larceny convictions

Creates new felony offense of "aggravated grand larceny" for theft of $25,000 or more, punishable by 3-15 years in prison and fines up to $100,000
