Requires WVEDA to communicate designated sites to the Department of Environmental Protection's Division of Air Quality and the Public Service Commission

Mandates the Public Service Commission to issue final orders on Certificate of Public Convenience and Necessity applications for designated sites within 270 calendar days of filing

Requires the DEP Secretary to issue construction and operating permits for major natural gas electric generation facilities within 270 calendar days after determining an application is complete

Establishes that agencies must review existing rules to streamline, modify, or repeal regulations that burden natural gas electric generation project development
