Requires all county commission employees, state employees, State Board of Education employees, and K-12 school personnel to undergo mandatory drug testing beginning July 1, 2025 (or school year 2025-2026 for education employees)

Mandates pre-employment drug testing for all new hires, who must pass before beginning employment

Requires random drug testing of 10% of all employees annually across all covered government entities

Extends random drug testing requirements to volunteers, including volunteer coaches in K-12 schools

Directs county commissions, the State Board of Education, and the Director of Personnel to adopt implementing rules in accordance with existing drug testing statutes
