Upgrades sexual abuse in the third degree (sexual contact with someone under 16) from a misdemeanor with up to 90 days in county jail to a felony with at least 1 year in a state correctional facility

Doubles penalties for sexual abuse by a parent, guardian, custodian, or person in position of trust from 10-20 years to 20-40 years imprisonment, with fines increasing from $500-$5,000 to $1,000-$10,000

Increases penalties for persons in position of trust who procure or authorize others to sexually abuse children under 16 from 5-15 years to 10-30 years imprisonment, with fines doubled

Expands the offense of distributing child sexual exploitation material to include "persons in a position of trust" and doubles the maximum imprisonment from 2 to 4 years and fines from $400-$4,000 to $800-$8,000
