Prohibits the Division of Highways from reducing State Road Fund allocations to 10 specified counties (Raleigh, Fayette, Wyoming, Mercer, Kanawha, Greenbrier, Monroe, Summers, McDowell, and Nicholas) as a result of those counties receiving funding from the State Road Construction Account

Requires the Division of Highways to conduct a study identifying any funding that may have been disputed from the bill's effective date until January 1, 2026

Ensures State Road Construction Account funds serve as supplemental funding for highway and bridge projects rather than replacement funding for these counties

Applies to counties along the West Virginia Turnpike corridor that receive dedicated funding from parkway revenue bonds for road construction, maintenance, and repair projects
