Expands the definition of "rent" to explicitly include base rent, utilities, late fees, and other payments made by tenants to landlords under rental agreements

Protects tenants from being considered in default or abandonment during catastrophic events (floods, fires, tornadoes, derechos) outside their control, unless the landlord demonstrates the home site is no longer available

Requires landlords to provide at least 90 days' notice to tenants for utility rate increases, unless the landlord received less than 90 days' notice from the utility provider

Applies to rental properties for house trailers, mobile homes, manufactured homes, and modular homes in West Virginia
