Expands concealed carry permissions to allow any person with a valid concealed handgun permit to carry a concealed handgun in or on the grounds of any primary or secondary educational facility in West Virginia

Removes the previous restriction that limited concealed carry permit holders (21 years or older) to only possessing handguns in vehicles in school parking lots and areas of vehicular access

Eliminates requirements that previously mandated handguns be stored out of view, in locked vehicles, or in locked containers when on school property

Maintains existing exemptions for law enforcement officers, probation officers, parole officers, retired law enforcement, school-authorized program conductors, and official mascots of West Virginia University and Parkersburg South High School

Preserves the allowance for private primary and secondary schools to adopt their own written policies permitting firearms on their premises
