Continues the West Virginia Law Institute as an official advisory law revision and reform agency located at West Virginia University College of Law

Requires the institute to submit reports and recommendations to the Joint Committee on Government and Finance rather than directly to the Legislature

Expands membership to include six practicing attorneys from each congressional district (increased from four) selected by the Board of Governors of the West Virginia State Bar

Limits member terms to four years with eligibility for only one additional term, and allows the institute to select additional members through its bylaws

Clarifies that citizen members are entitled to expense reimbursement, and explicitly exempts the institute from open governmental proceedings requirements as an advisory body
