Authorizes public schools and public charter schools to offer special Saturday classes for students who have fallen behind on coursework or need extra time to complete courses to ensure passing grades

Requires the West Virginia Department of Education to develop Saturday course curriculum and establish criteria for student placement in Saturday classes

Maintains that Saturday classes remain voluntary for teachers and service personnel, who must be compensated in proportion to their regular contracted pay

Preserves existing law designating schools closed on Saturdays and specified legal holidays including Independence Day, Labor Day, Veterans Day, Thanksgiving, Christmas, New Year's Day, Martin Luther King's birthday, Memorial Day, and West Virginia Day
