Grants county fire boards administrative control over all fire departments within county borders that are not already controlled by a municipal corporation

Assigns administrative responsibility for fire departments to the county commission in counties that do not have a county fire board, when those departments are not under municipal control

Extends the same powers and resources available to county fire boards (borrowing money, purchasing property, entering contracts, receiving grants) to county commissions when they assume fire department administration

Amends three sections of West Virginia code (§7-1-3, §7-1-3d, and §7-17-10) to establish this administrative framework for fire department oversight
