Creates a new Class S4N permit allowing non-profit organizations to sell liquor, wine, and beer in private outdoor designated areas approved by municipalities

Requires non-profit applicants to be organized under West Virginia non-profit corporation law and verify their status with the Secretary of State

Sets a $1,500 annual permit fee covering unlimited events during the permit year (July 1 through June 30), with pro-rated fees available in the first year after passage

Applicants must submit event dates in advance and notify the commissioner at least 60 days before any events with undetermined dates

Violations of alcohol laws will be enforced against both the S4N permit and any other alcohol licenses held by the non-profit organization
