Creates a new misdemeanor offense of "negligent vehicular homicide" for deaths caused by driving in disregard of the safety of others, punishable by up to 1 year imprisonment and/or $100-$1,000 fine

Establishes a new felony offense of "aggravated vehicular homicide" for deaths caused by driving in reckless disregard of human life, punishable by 2-5 years in state prison and up to $20,000 fine

Requires the commissioner to revoke the driver's license of anyone convicted of either negligent or aggravated vehicular homicide

Extends the Unborn Victims of Violence Act to cover both new vehicular homicide offenses, recognizing a pregnant woman and her embryo or fetus as separate and distinct victims

Maintains existing exceptions for legal abortions, medical procedures, lawful self-defense, and acts by the pregnant woman herself
