Requires the State Treasurer to transfer 50% of the unencumbered balance from each reappropriated revenue account to the General Revenue Fund within 30 days of the law taking effect

Exempts accounts from the transfer requirement if federal law prohibits it, if the transfer would require repayment to the entity that provided the funds, or if it would jeopardize bond repayments

Freezes all other transfers from reappropriated revenue accounts until the mandatory 50% transfer to the General Fund has been completed
