Allows counties to contract with hospitals outside West Virginia for involuntary commitment proceedings when out-of-state facilities are closer to the jurisdiction where the hearing occurs

Changes reimbursement authority for patient transportation costs from the "Department" to the "Division" of Corrections and Rehabilitation, alongside sheriffs and other law enforcement agencies

Grants counties discretion to use alternative hospitals for transporting involuntarily hospitalized individuals, rather than being limited to in-state facilities

Maintains that the Department of Health Facilities reimburses actual transportation costs for involuntarily committed patients, effective July 1, 2022
