Creates the Mountain Bike Responsibility Act to establish liability rules for mountain biking at commercial trail system areas in West Virginia

Requires trail system operators to mark trails by difficulty level, maintain trail boards showing the trail network, follow industry standards, provide emergency response personnel or plans, and carry liability insurance (minimum $100,000 per person, $300,000 per occurrence, $10,000 property damage)

Mountain bicyclists expressly assume risk of injury or property damage from inherent hazards including uneven terrain, rocks, roots, jumps, collisions with other riders, wildlife, and equipment failure

Passengers on aerial tramways (chairlifts, gondolas) must not interfere with operations, must use safety devices, and cannot ride while impaired by alcohol or drugs

Parents or guardians may sign releases assuming responsibility for risks on behalf of minor participants
