Voters who move to a new address within the same county can vote at their new precinct without casting a provisional ballot during early in-person voting, provided they show proof of their new address and the county clerk updates the statewide voter registration system before canvass

During the early voting period (13 days through 3 days before an election), county clerks must complete address changes in the voter registration system rather than requiring provisional ballots for intra-county movers

The bill amends three sections of West Virginia election code (§3-1-41, §3-2-31, and §3-3-3) to create consistent treatment of address changes across challenged voter procedures, voter registration rules, and early voting requirements

Voters who move within the same precinct can already update their registration and vote without challenge; this bill extends similar streamlined treatment to those moving between precincts within the same county during early voting

Effective date is July 3, 2025 (90 days after passage on April 4, 2025)
