Eliminates the existing exception that allows adults to obtain abortions within the first 8 weeks of pregnancy in cases of sexual assault or incest (previously required reporting to law enforcement 48 hours prior)

Removes the exception that allows minors or incompetent/incapacitated adults to obtain abortions within the first 14 weeks of pregnancy in cases of sexual assault or incest

Deletes associated requirements for reporting sexual assault or incest to law enforcement or obtaining prior medical treatment as conditions for accessing abortion in these cases

Maintains existing abortion exceptions only for nonviable embryos/fetuses, ectopic pregnancies, and medical emergencies that risk the mother's death or serious physical impairment

Removes "including rape and incest" language from the Unborn Child Protection From Dismemberment Abortion Act provisions
