Creates a State Advisory Council on Establishing a Military College to study the viability of creating an accredited baccalaureate degree-granting institution modeled after one of the six senior military colleges

Council consists of 7 voting members appointed by the Governor (with Senate consent) and 4 nonvoting members including the Adjutant General, Secretary of Commerce, Higher Education Chancellor, and a private college representative

Council must study potential sites, fiscal and social impacts, funding sources, ROTC program development, admission standards, curricula, and codes of conduct for the proposed military college

Establishes the Military College Advisory Council Fund as a special revenue fund and requires the council to hire an executive director within 60 days of its first meeting

Council must report biannually to the Legislative Joint Committee on Government and Finance, with the first report due by the second Wednesday in January 2026, and terminates on June 30, 2028
