Establishes the Southern Coalfield Resiliency and Revitalization Program for five years to address economic decline from reduced coal industry activity in Boone, Logan, McDowell, Mingo, and Wyoming counties

Creates a Revitalization Council chaired by the Department of Economic Development secretary, with members including state agency heads, county commission representatives, and university representatives from the five affected counties

Directs the council to inventory existing assets, assess reclaimed mine sites and abandoned industrial complexes, develop strategies to attract new enterprises, and provide technical assistance for community revitalization

Requires annual reporting to the Governor and Joint Committee on Government and Finance on program progress and results

Prohibits creation of new positions or hiring additional employees to implement the program, and council members receive no compensation or expense reimbursement
