Establishes a civics testing requirement beginning in the 2025/2026 school year using questions similar to the USCIS citizenship test, with districts reporting aggregate scores to create a public "Civic Education Scorecard"

Requires the West Virginia Department of Education to review and approve all instructional materials for accuracy every four years, maintaining a public database of approved materials with any error corrections noted
