Classifies individuals who have contracted a communicable or infectious disease and developed natural immunity as "fully vaccinated," regardless of their vaccination status before or after infection

Extends the same "fully vaccinated" classification to individuals who have obtained antibodies from contracting a communicable or infectious disease

Requires that persons with natural immunity or antibodies receive treatment equal to or preferred over those with vaccine-induced immunity

Adds a new section (§16-3-14) to West Virginia's existing code on prevention and control of communicable and infectious diseases
