Creates the Higher Education Health and Aid Grant Program administered by the West Virginia Higher Education Policy Commission to address student food insecurity and health/hygiene inadequacies at state colleges and universities

Allows grant funds to be used for building or purchasing physical food and health aid pantries on campus, shelf-stable food products, and disposable tableware

Permits spending on specific medical, health, and hygiene items including bandages, antiseptic supplies, toothbrushes, toothpaste, soap, shampoo, laundry detergent, toilet paper, and female hygiene products

Requires institutions to maintain detailed monthly inventories tracking purchases, items taken, and remaining stock, and submit receipts to the Higher Education Policy Commission within 30 days

Mandates a report to the Legislative Oversight Commission on Education Accountability within one year of program establishment, covering grant amounts, campus impact, and recommendations for expansion, with an effective date of July 1, 2025
