Maintains existing standards for recommended one-way bus transportation times: 30 minutes for elementary students, 45 minutes for middle/intermediate/junior high students, and 60 minutes for high school students

Prohibits county boards from creating new bus routes for pre-K through grade 5 students that exceed recommended times by more than 15 minutes without state board written permission for schools involved in closures, consolidations, or new construction after July 1, 2008

Establishes an absolute limit prohibiting new routes for pre-K through grade 5 students that exceed recommended times by more than 30 minutes for affected school projects
