Commission must issue final decisions on Council-approved applications within 180 days, compared to 225-270 days for standard applications

If no substantial protest is received within 30 days, the expedited 180-day timeline applies; otherwise, standard 225-270 day timelines govern

Applies to public utilities, persons, or corporations (excluding political subdivisions) providing water or sewer services with at least 4,500 customers and $3 million or more in annual gross revenues
