Creates the Uniform Child Abduction Prevention Act, allowing courts to issue abduction prevention orders when there is a credible risk a child may be wrongfully removed or retained by a parent or other party

Establishes 13 factors courts must consider when determining abduction risk, including previous abduction attempts, domestic violence history, selling primary residence, closing financial accounts, obtaining travel documents, and ties to foreign countries

Authorizes courts to impose preventive measures including travel restrictions, passport surrender requirements, supervised visitation, posting of bonds, and registration with the U.S. Department of State's Child Passport Issuance Alert Program

Permits courts to issue ex parte warrants for law enforcement to take immediate physical custody of a child when there is credible risk of imminent wrongful removal, with a hearing required on the next judicial day

Abduction prevention orders remain in effect until the child turns 18, becomes emancipated, or the order is modified by a court with jurisdiction under the Uniform Child Custody Jurisdiction and Enforcement Act
