Prohibits retail licensees from selling electronic smoking devices (e-cigarettes, vape pens, e-hookahs, etc.) to anyone under 21 years of age or to visibly impaired/intoxicated persons

Requires electronic smoking devices to be sold only from original packaging and prohibits breaking seals on packages or cartridges

Establishes criminal penalties for violations: misdemeanor fines of $100 to $5,000, jail time of 30 days to one year, or both

Allows employment of persons aged 16-17 to sell electronic smoking devices only with commissioner approval and direct supervision by someone 21 or older

Authorizes the Department of Health and Department of Agriculture to establish safety standards for electronic smoking device sales and requires vape shops to coordinate with these agencies on regulations
