Prohibits persons from providing funds or in-kind goods/services for election administration to government entities if they knowingly receive foreign donations, defined as donations from non-U.S. citizens, foreign governments, foreign political parties, or foreign-organized entities

Requires non-government entities to submit sworn certifications to the Secretary of State at least 10 business days before entering agreements with government entities for election administration, disclosing any foreign donation receipt

Establishes criminal penalties including misdemeanor charges with fines of three times the donation amount for knowingly providing inaccurate or untimely certifications

Mandates government entities submit quarterly reports to the Secretary of State listing all persons providing election administration funds or services, with certifications published on the Secretary of State's website

Creates enforcement mechanisms including Attorney General authority to pursue civil penalties up to three times the donation amount, and allows any registered voter to bring private civil actions seeking injunctive relief, $1,000 per day statutory damages, and attorney's fees
