Creates a 6-member Independent Redistricting Commission with equal representation from both major political parties, with members appointed by legislative leaders and state party chairs by February 28 of each year ending in one (census years)

Prohibits commission members from being current or former lobbyists, elected officials, or state party officers within the past 5 years, and requires continuous voter registration with the same party for at least 3 years prior to appointment

Establishes strict redistricting criteria including equal population, geographic compactness, contiguity, preservation of county and community boundaries, and explicitly prohibits using voting history, party registration, or incumbent addresses in drawing district maps

Requires public comment period of at least 30 days on proposed maps, public hearings in each congressional district, and certification to the Secretary of State that final proposals comply with constitutional requirements

Mandates Legislature vote on the commission's plan without substantive amendments; if rejected, the commission must submit revised plans up to three times, with the third plan subject to normal legislative amendment procedures
