Expands the definition of "serious medical condition" for medical cannabis eligibility from a specific list of qualifying conditions to any medical condition that a medical doctor determines would benefit from cannabis use

Removes the previous enumerated list of qualifying conditions, which included cancer, HIV/AIDS, ALS, Parkinson's disease, multiple sclerosis, epilepsy, PTSD, Crohn's disease, sickle cell anemia, severe chronic pain, and terminal illness

Grants physicians full discretion to use their professional judgment when certifying patients for medical cannabis treatment

Maintains all other existing definitions and requirements under the West Virginia Medical Cannabis Act, including residency requirements and continuing care standards
