Creates a "Juvenile Justice Account" in the State Treasury to fund juvenile justice programs, services, and alternatives to out-of-home placement, with funding based on calculated state savings from reduced youth placements

Requires the Juvenile Justice Reform Oversight Committee to calculate averted costs to state and federal government from reductions in out-of-home youth placements and recommend reinvestment of those savings

Grants the committee subpoena power to obtain data, reports, and evaluative materials from any agency or government branch (previously the committee could only request such information)

Expands mandatory data collection to include average length of stay for out-of-home placements, average daily population in facilities, and costs broken down by facility, placement level, and agency

Makes all juvenile justice data collected under the statute public information available for public review
