Requires health insurers and the Public Employees Insurance Agency to provide coverage for behavioral, mental health, and substance use disorders that is no less extensive than coverage for physical illnesses, including mandatory screenings for alcohol use, substance use, and depression

Prohibits insurers from applying nonquantitative treatment limitations (such as prior authorization requirements or network access restrictions) to mental health benefits more stringently than they apply to medical and surgical benefits

Mandates out-of-network coverage at in-network cost-sharing rates when mental health services are unavailable within established time and distance standards from participating providers

Requires annual reports to the Joint Committee on Government and Finance beginning June 1, 2025, demonstrating parity compliance, including data on claim denials and analyses of treatment limitation policies

Applies to policies delivered, issued, amended, or renewed on or after January 1, 2026, covering Public Employees Insurance Agency plans, accident and sickness insurance, group insurance, hospital/medical service corporations, health care corporations, and health maintenance organizations
