Removes the requirement for homeschool instructors to submit evidence of a high school diploma, equivalent, or post-secondary degree/certificate to county superintendents

Shifts administrative oversight from county superintendents to the state superintendent for homeschool, learning pod, and microschool notices of intent, terminations, and academic assessments

Requires the State Board of Education to deploy a "School Choice Portal" by August 1, 2025—a secure, internet-based system for submitting required paperwork for homeschools, learning pods, microschools, and Hope Scholarship participants, with email and mail alternatives also available

Adds a provision prohibiting county or state boards from approving home instruction requests until reviewing any pending child abuse or neglect investigations against the custodial parent or instructor, with 10 days to make a determination and option for provisional approval

Changes the process for homeschool and learning pod/microschool students to access public school classes from requiring "approval" to simply providing "notice" to the county or state board
