Requires all public elementary schools, secondary schools, and state institutions of higher education to display a durable poster or framed copy of the national motto "In God We Trust" in a conspicuous place in each building

Display is mandatory only if the poster or framed copy is donated or purchased with private donations—no public funds required

Posters must include a representation of the U.S. flag centered under the motto and a representation of the West Virginia state flag

Displays may not contain any additional words, images, or information beyond the motto and the two flags

Schools and higher education institutions are authorized to accept private donations specifically for acquiring these displays
