Creates the "West Virginia Medical Loss Ratios for Dental (DLR) Health Care Services Plans Act" requiring dental insurance carriers to file annual reports showing how premium dollars are spent on patient care versus administrative costs

Requires the Insurance Commissioner to publish dental loss ratio data on a public website by January 1 of each year, allowing consumers to compare carriers by plan type

Mandates rebates to policyholders when a carrier's dental loss ratio falls more than one standard deviation below the market segment average for two consecutive years, with rebates due by September 1, 2026

Limits activities claimed as "improving dental care quality" to no more than 5% of net premium revenue when calculating the dental loss ratio

Requires the Insurance Commissioner to propose legislative rules by July 28, 2025, to implement the new requirements
