Mandates post-mortem C-peptide testing for ICU patient deaths where the patient exhibited symptoms such as suspected brain damage, prolonged unconsciousness, seizures, disorientation, or lack of coordination

Imposes a $10,000 fine per violation on hospitals that fail to administer required C-peptide tests, enforced by the Office of Health Facility Licensure and Certification

Establishes the Michael Brandon Cochran Grant Program to help hospitals cover costs of required C-peptide testing and staff training on hypoglycemia symptoms

Creates the Michael Brandon Cochran Fund in the State Treasury to fund the grant program, with funds coming from private donations, grants, and bequests; unused funds do not revert to general revenue
