Prohibits billboards in West Virginia that display messages about abortion availability in bordering states, identify abortion providers or facilities in those states, or encourage individuals to obtain abortions

Bans any person from creating, erecting, maintaining, leasing, funding, or designing such billboards, as well as assisting others in doing so

Requires the Commissioner of the Division of Highways to report suspected violations to the Secretary of State within 30 days, and allows any state resident to report violations

Mandates permanent revocation of all business licenses and permits for any person found to have violated the billboard prohibition, with opportunity for a hearing and judicial review

Authorizes the Attorney General to pursue additional civil actions against violators, including under parens patriae authority, and grants enforcement officials access to state agency records to identify violators
