Prohibits public entities and private entities receiving state funds from engaging in diversity, equity, and inclusion (DEI) programs, trainings, or maintaining DEI offices or staff

Bars entities from providing funds or benefits to employees for abortion services or gender-reassignment surgery, and prohibits policies allowing individuals to use restrooms not matching their biological sex

Defines violations of "substantial public policy" to include: boycotting energy companies, considering race in employment decisions, stating there are more than two genders, taking adverse action against employees based on political/social/religious beliefs, and promoting theories related to systemic racism, intersectionality, or gender identity

Requires private entities seeking state contracts, grants, or incentives to file affidavits under penalty of perjury certifying they will not violate these policies, and must agree to repay all state funds received during any fiscal year found in violation

Authorizes the Attorney General to bring enforcement actions, allows residents to petition for enforcement, and provides employees a private right of action against employers who require participation in prohibited trainings or programs
