Prohibits West Virginia governmental entities and state spending units from purchasing electric vehicles or EV components unless the manufacturer provides sworn certification that no forced labor or oppressive child labor was used anywhere in the production chain, including mining and sourcing of materials

Requires manufacturers to consent to personal jurisdiction by the state as a condition of selling EVs to government entities

Imposes civil penalties of $10,000 per false statement or the total purchase price (whichever is greater) against manufacturers who provide false certifications, with identical penalties for government entities, individual employees, and board members who knowingly violate the law

Grants any citizen within the district of a violating government entity standing to bring enforcement actions under the statute

Applies to all electric vehicle procurement contracts entered into, amended, or renewed after July 1, 2025
