Prohibits federal government from commandeering West Virginia state and local law enforcement assets, personnel, or operations without express state authority

Bars state and local police from participating in federal law enforcement activities that appear to have political motivations as their primary purpose or that would support "political persecution" of any person

Requires the Attorney General to legally challenge any federal statute, executive order, or regulation determined to infringe on West Virginians' constitutional rights, and to publish model policies for law enforcement by January 1, 2026

Permits continued state-federal cooperation on legitimate law enforcement activities including joint task forces, criminal history information sharing, and investigations of actual criminal conduct

Grants immunity to law enforcement officers who refuse to enforce federal actions the Attorney General determines are unconstitutional, protecting them from civil/criminal liability, termination, and decertification, with reimbursement of legal fees if challenged
