Requires the Governor to develop comprehensive whole-of-government crisis preparedness plans addressing existential or major threats to West Virginia

Priority crises include nuclear war (including strikes within the state), major energy grid disruptions from electromagnetic pulse attacks, cyber-attacks, or physical attacks, major cyber-attacks on communications systems, invasion, and insurrection

Plans must include five components: preventative measures, mitigation measures, immediate response, remediation, and recovery

Department of Homeland Security must brief the Interim Joint Standing Committee on Government Organization on tentative plans by August 31, 2025, with final plans completed by November 30, 2025

Annual updates required with briefings to the committee by June of each year
